The transport at #300 each way makes the #200 engine swap a #800 engine swap? I'd imagine that #800 would buy a better engine locally, or get the brakes done. 're the rear mount dizzy, there's a blanking plate at the rear of the head iirc, but not sure the std cam has a dizzy drive? I think you are right. I have a bluebird head that was ported and polished at Silvia Engineering and I have a Bluebird dizzy but it would end up with an ECU with a wasted spa...
