my limited knowledge (from the 480 system) is that the resistance needs to be 'about right' and then there needs to be about the right number of pulses from each sensor, so not sure if 'voltage' is correct term, I think that they look for the square wave and compare the two (maybe all four) square waves, although it depends if its a steel toothed wheel or fancy . ..

All depends on the age (and "intelligence") of the system to be honest.
