I wouldn't have the fan switch mounted there as the coolant level shouldn't be that high
Normal levels are lower to allow for expansion of coolant when hot
Overfill and the excess just gets ejected

Yes, water level should not be much above the rad tubes, temp sensor is normally in the top hose where the water flow passes.
Before I understood this my Marcos used to completely empty the cooling system by siphonage when it got hot ;)
