Yes, as I have been known to say, WD40 is not a penetrating oil / unseizing fluid.
PlusGas is not available here but Bardhal penetrating fluid is radical (and expensive).

Before trying the sledgehammer approach, run the engine until it is really hot (as hot as you dare!), and then (having first bought some) using Freezer spray, chill the distributor, at the same time tapping it gently side-to-side.
You should be able to buy "Pipe Quick Freeze" in an aerosol - available from Amazon etc.
This should loosen it.

Also Loctite do a combined freezer/penetrating oil spray - Freeze and Release
