Thanks Jim, although my copy is headed from Reliant. As I have said, I can only see how my contact in the dvla gets on with my submission in April. Till then, I cannot say more.

So when is my GTC tax exempt?

Post by Grim_Reaper_2 » Wed Apr 01, 2020 11:10 am

I've just stumbled accross this while researching my 1980 gte. Chassis number year code is 9 and the month letter is m. Date of registration is 17 March 1980.

There's no date of manufacture on the log book, but the dvla online info only has 1980 recorded as the date of manufacture.

Does anyone know what kind of evidence I'd need to apply for this to be changed?

I have heard rumours that the situation may have now changed but in April 2018 I had no problem persuading DVLA to change the manufacture date of my GTE from 78 to 77 once I supplied a copy of the Glasses Car Check Guide specifying the last chassis number made by the factory in 77 and the first in 78 (my chassis number was obviously prior to the last of 77). This information was supplied by the RSSOC.

VIN is Dec 1979 but as mentioned, DVLA stopped amending the V5C to match that (even with evidence) - DVLA support for this is one of the services provided by the Club.

From the FBHVC Newsletter Issue 3 2017, Page 4:

http://www.v8register.net/DD/2017-FBHVC%20Issue%20...

"Vehicle Excise Duty
Vehicles manufactured up to 31 December 1976 are now under the Finance Act subject to a nil rate of VED.
However, there is an important issue of which we ought to advise you. Up to this year, when a vehicle was in fact manufactured before the qualifying year end date but was first registered after that date, DVLA have accepted applications from its keeper, supported of course by valid evidence emanating from the vehicle manufacturer, to amend the V5C to show the correct manufacturing date and thus enable the vehicle to be included in the historic class. This arrangement was formally negotiated between DVLA and the Federation.

DVLA will no longer do so. Their reasons arise from the introduction in 1976-7, of the V55/1 Form system of registration, completed by the dealer at time of first registration, which of course usually coincides with sale. DVLA say they do not record date of manufacture because the dealer signs a form saying the vehicle is ‘new and unused’ and that this must mean that it was manufactured in the same year as the declaration.
That means, for instance, that a vehicle manufactured towards the end of the year 1976 but sold in 1977 must, according to DVLA, have been manufactured in 1977. Thus they will not make the amendment to the V5C which enables the vehicle to be included in the historic registration class and qualified for nil rate VED. Inevitably there will be a significant number of vehicles affected, as it is totally impossible for every vehicle to be registered on the day of manufacture and in the normal course of things the period between manufacture and sale will on occasions cross a year end. This problem will roll forward year by year with the rolling 40 year VED exemption.”

Jim, thank you for your informative response. Whilst I accept I am probably being incredibly stupid and have missed something blatantly obvious I am wondering how I managed to get the manufacture date of my car made in Nov 77 but registered in late January 78 changed in April 2018. Please tell me what I have overlooked. No need to be diplomatic I’m not easily offended!!!

Not all DVLA staff know their own rules.. :w

Some times that works in your favour - usually not the case though. Class yourself as lucky..

For fear the dementia was advancing rather more quickly

than I had realised I have checked my records and these confirm the change of manufacture date for my vehicle was effected on the 15.03.2018 albeit effective from the 01.04.2018 (see attached). Not sure if they were impressed by the presentation of my case (by letter rather than email or telephone call) as a result of working 44 years in the legal profession or they simply felt sorry for an old buffoon driving around in a 40 year old yellow Reliant. Either way I save circa £250!! For the sake of the cost of a stamp it might be worth a try in the hope you get the same person dealing as I did!

Yep, there seems to be plenty of examples of DVLA doing this after the supposed cutoff date - TBH I expect they cut the function due to staff resource and tried justifying it with a pretty flimsy excuse (much the same as they did with the V888 which is fairly simple to redact to meet GDPR requirements).
